The truth is, you don’t have to imagine this scene—it just happened. For the first time in the Russia-Ukraine war, as reported recently in the New York Times, three Ukrainian civilians were killed by a Russian drone that autonomously selected its target. This reality marks a significant shift in the future of warfare.
This shift has ignited intense policy debates worldwide, as several countries with powerful militaries reject the notion that human control over weapons must be absolute. Instead, many argue that human beings can exercise a form of responsibility by designing, testing, and establishing the operational rules for autonomous weapons.
A High-Stakes Semantic Battle
In the early 2010s, the term “meaningful human control” emerged as a starting point in international discussions regarding the acceptable level of human involvement in deploying autonomous weapons. While the term became a way to facilitate dialogue, it also faced opposition from several nations, including the US and Russia.
Lena Trabucco, a non-residential fellow at the Stockton Center for International Law, points out the ambiguity surrounding “meaningful human control”: “What makes something meaningful versus not meaningful human control?” This lack of consensus made it challenging for countries to agree on a standard.
Despite these challenges, the concept of meaningful human control acted as a catalyst for ongoing discussions about autonomous weapons and how to manage them effectively.
Retired Colonel Brad Boyd noted that, from a US perspective, “meaningful control” came to be seen as human involvement at the moment a weapon is fired. However, timing introduces complicated issues. A drone could be released to patrol an area, with the actual strike occurring significantly later, making it difficult to apply the concept effectively.
The US ultimately adopted its own alternative: “appropriate human judgment.” The Department of Defense directive asserts that autonomous and semi-autonomous weapon systems will allow commanders to exercise appropriate levels of human judgment over the use of force.
This shift from “control” to “judgment” aims to ensure that automated systems behave according to legal and ethical standards throughout their entire life cycle, rather than insisting on human involvement at every step.
The Decision-Making Dilemma
However, the question remains: Who decides what level of human judgment is appropriate? With private companies like OpenAI actively participating in military applications, the semantic and ethical implications of these frameworks become increasingly significant.
In July, OpenAI made revisions to its stance on military uses of its technology, now endorsing “appropriate human judgment.” This change underscores the tension between operational flexibility and the need for established safeguards against unchecked autonomous weaponry.
While OpenAI insists that “human judgment over critical decisions must be meaningful in practice,” the ambiguity of “appropriate human judgment” raises troubling questions about accountability and oversight. As military technologies rapidly evolve, the challenge lies in balancing effective action with the moral implications of allowing machines to make life-and-death decisions.
As the development and deployment of autonomous weapons accelerate, one crucial question remains: What does appropriate human judgment truly mean? It is imperative that we clarify these semantics before we lose control over the machines that might someday wield lethal force.
